Walter Schwimmer

Walter Schwimmer (born 1942) is a diplomat from Austria. He was the secretary-general of the Council of Europe from September 1 1999 until September 1, 2004. In June 2004 his attempt to be elected to a second five-year term as secretary-general failed, as he received only 91 of the 299 votes.
